I think he just chose to make a "waterline" model. I belive Digital Navy offers either option with their models.

I normally post and discuss over at cardmodels.net. My German is not very good. However, scaling models is a common subject over there and I am sure it is here.
Unfortunately, I don't know the German word for "scale" or "scaling" so I can't point you to a thread, but I am sure if you look you can find something here.

hier ein paar Bilder von der Takao aus dem Jahre 1931 in der Werft, 1932 am Ausrüstungskai. Aufnahme 4 zeigt die ungewöhnliche Wellenform des Oberdecks. Anschließend das Schiff bei forcierter Fahrt 1932 und zuletzt nach dem Umbau.
