Mike, in addition to your neat build I am curious about the paper you use. Could you tell us what kind of paper is it?

As you can see in picture 1. I also had gaps between the inner red band and parts B in picture 2.
When I assembled it, first, I installed the inner red band to inside circle of parts D (flange). Perhaps it was my mistake because inside diameter differs from one part to another. Inside diameter of part B must have been slightly bigger than that of part D. So, now I guess it is better to install the inner red band to part B first, then adjust the inside diameter of part C and D in such a way that they fit to the inner red band. If the inner circle diameter of C or D is bigger than outside diameter of rounded red band, you can add strip of paper to fill the gap and even to do so it will be less visible after completion.
This is my guess. -

Made pin rolling up regular copy paper around 0.6mm plastic rod and at the end of the pin glued punched out red circle paper -

Hi guys thank you for dropping notes.
I apologize my writing wasnt clear. The shop name was Shinohara. They are specializing in manufacturing truck for HO and HOn3 gauge and in their shop, of course, Tenshodos expensive but precise trains were sold.
By the way, the first picture is one of my favorite locomotive, Westside lumber company No.8 Shay geared locomotive of HOn3 , that I bought about 20 years ago and spent about a year for assembly and running adjustment. Japanese brass model is precise but when it comes to smooth running American made model is better.
Got basic part of chassis done today.
This loco is tinier than Orenstein & Koppel Cn2t.
One of reason I opted for this model is its Allan straight link valve in that I am very much interested.
Now I noticed I have to make rivets. That is another nightmare as well as cutting thick paper.Yu
